Important: You still need to complete at least 70 hours of supervised practice driving with a fully licensed driver (such as a parent or guardian). Your Complete Guide to Driving in Australian Capital Territory

1Getting Your Learner Licence

The first step in your driving journey in Australian Capital Territory is obtaining your learner licence. To be eligible, you must be at least 15 years old and provide acceptable proof of identity. You will need to visit a service centre run by Access Canberra to submit your application.

Before receiving your learner licence, you must pass the Road Rules Knowledge Test. This is a multiple-choice test consisting of 45 questions covering road rules, traffic signs, and safe driving practices. You need to get at least 42 questions correct to pass. The current pass rate is around 93%, but we strongly recommend practising beforehand.

You will also need to pass an eyesight test. If you wear glasses or contact lenses, bring them with you. Your learner licence will note that corrective lenses are required while driving.

2Completing Your Logbook Hours

In Australian Capital Territory, learner drivers must complete a minimum of 100 hours of supervised driving practice. This must include at least 20 hours of night driving. Each hour must be recorded in an official logbook and signed by your supervising driver.

Your supervising driver must hold a full (unrestricted) licence and must sit in the front passenger seat at all times while you are driving. They must not be under the influence of alcohol or drugs.

Take advantage of the 3-for-1 bonus scheme by booking lessons with a professional driving instructor. Each hour of professional tuition counts as 3 hours in your logbook, up to a maximum of 30 bonus hours. This can significantly reduce the total time you need to spend practising.

We recommend spreading your practice across different conditions: wet weather, heavy traffic, suburban streets, highways, and rural roads. The more diverse your experience, the safer and more confident you will be when it comes to your driving test.

3Speed Limits and Restrictions

Understanding the speed limits that apply to you at each licence stage is essential. In Australian Capital Territory:

LLearner80 km/h max
P1Provisional 1100 km/h max
P2Provisional 2100 km/h max

Blood alcohol: A zero blood alcohol concentration (0.00 BAC) applies to all learner and provisional drivers.

Passengers: Provisional (under 26): Only 1 passenger between midnight-5am for first year

Mobile phones: No mobile phone use for learner and provisional drivers

4Provisional Licence Stages

After passing your practical driving test, you will move through the following provisional licence stages in Australian Capital Territory:

P1
Provisional — 3 years (if under 26)

Display red P-plates at all times. Restrictions on passengers, speed, and mobile phone use apply.

After successfully completing all provisional stages (approximately 3 years total from your learner licence), you will be eligible for a full, unrestricted driver licence.
